GSA Awards "No Cost" National Broker ContractGSA# 10118 October 4, 2004 WASHINGTON, D.C. - The U.S. General Services Administration’s (GSA) Public Buildings Service (PBS) announced today the award of a National Broker Contract for commercial real estate leasing services. This award is the largest single contract of its type in the history of PBS. The contract, awarded to Jones Lange LaSalle Americas Inc.; Julien J. Studley, Inc.; the Staubach Company; and Trammell Crow Company enables PBS to leverage the expertise of private sector brokers while allowing PBS associates to spend more time managing the business and customer relationships. “Awarding a limited number of broker service contracts under one national contract ensures that GSA will provide consistent, high-quality services nationwide to federal agencies that rely on GSA for lease acquisition,” said Anthony Costa, PBS Deputy Commissioner. He added, “We are confident that this contract will serve as a useful tool in delivering superior workplaces and supporting the GSA strategic goal of providing best value for federal customer agencies and the American taxpayer.” The broker contract is referred to as a “no cost” contract, because real estate brokers negotiate and collect commissions directly from owners as is typically done in the private sector as payment for contract services. No payments are made directly by the government. PBS realty specialists will serve as project managers, ensuring that the brokers fulfill their responsibilities under the contract. A ruling by the Government Accountability Office allows GSA to enter into contracts with real estate brokers without augmenting its appropriations since the government will not receive direct funds from them. Over 55% of federal customers are housed in leased space. Today, GSA is responsible for the lease acquisition of approximately 155M square feet of space in over 7,000 buildings nationwide. GSA has experienced a 40M square foot increase in the leased inventory over the last 12 years. GSA is a centralized federal procurement and property management agency created by Congress to improve government efficiency and help federal agencies better serve the public. It acquires, on behalf of federal agencies, office space, equipment, telecommunications, information technology, supplies, and services. GSA, comprised of 14,000 associates, provides services and solutions for the office operations of over 1 million federal workers located in 8,300 government-owned and leased buildings in 2,000 U.S. communities.
