Mission statement:

Advises HHS on state/local views: advises Departmental officials on state and local perspectives regarding HHS policies and programs; facilitates the coordination and implementation of Administration and Secretarial initiatives at the headquarters, regional, state, tribal, local and community levels; formulates and recommends Departmental policies on the delivery of services to states and communities; ensures that HHS services are consistent in approach on state and local levels of government. Facilitates communication: serves as the Department liaison to state and local governments and the organizations that represent them; represent the Secretary and Deputy Secretary with intergovernmental officials of other Federal agencies, officials of state, tribal and local governments, and non-governmental organizations, including national associations that represent state and local general purpose governments. (3) Coordinates Regional Directors: directs the Regional Directors and their offices in their role in planning, development and implementation of Department policy, serves as point of contact between the Regional Directors and the Secretary and Deputy Secretary.
