Dear Chairman Powell: Thank you for your letter regarding our efforts to identify additional spectrum for third generation (3G) advanced mobile wireless services. These efforts will have significant, long-term implications for some of America's most vital economic and national security interests, and I agree we should extend them to ensure the final allocation decision is the best possible one. The American people expect a solution that will enhance our position as a world leader in commerce and technology while ensuring that our national security needs are met both today and in the future. These are high expectations, but they are reasonable and must be met. I am confident we will do just that with additional time and continued hard work. To this end, I have directed the Acting Administrator of the National Telecommunications and Information Administration to work with the FCC to develop a new plan for the selection of 3G spectrum. The aim will be to build upon the good work already done and to develop and execute the new plan as quickly as possible. I have asked that this work be carried out in close coordination with representatives from the appropriate Executive Branch entities -- including the National Security Council, the National Economic Council, the Office of Management and Budget, and the Department of Defense -- in addition to the FCC. I will also encourage the participants in this process to consider ways to achieve flexibility with respect to the statutory auction dates if flexibility is needed to implement the new plan.
