GSA's Brings the Information Revolution to AfricaGSA #9384 February 13, 1997 The General Services Administration has awarded a delivery order contract to Science Applications International Corporation (SAIC) in support of the U.S. Agency for International Development's Leland Initiative. The Leland Initiative seeks to bring the benefits of the global information revolution to the people of 20 African countries through connection to the Internet and other Global Information Infrastructure (GII) technologies. The delivery order issued by the Federal Systems Integration and Management Center (FEDSIM), a program within GSA's Federal Telecommunications Service (FTS), will support a wide range of activities. The FEDSIM/SAIC project team will conduct country assessments, develop country action plans, acquire and install Internet gateway equipment (e.g., satellite dishes, web servers, computers, routers, UPSs, and other Internet-related equipment), train technical staff in each country on the operations and management of an Internet Gateway, and provide technical support to the Internet Gateway providers in each country. USAID currently plans to work with the countries of Benin, Botswana, Cote d'Ivoire, Eritrea, Ethiopia, Ghana, Guinea-Bissau, Guinea-Conakry, Kenya, Madagascar, Malawi, Mali, Mozambique, Namibia, Rwanda, Senegal, South Africa, Tanzania, Uganda, Zambia, and Zimbabwe. FEDSIM has been supporting the Leland Initiative since October, 1996. FEDSIM provided space segment and Internet service access in Mali and traveled to Mali, Madagascar, and Mozambique to conduct country assessments, develop tariff structures, and develop country action plans. FEDSIM is also providing on-site technical support to the Leland Initiative Program Office in Washington, DC.
