GSA Appoints Emmanuel "Manny" De Vera to HeadNewly Created Information Technology Solutions Regional Services CenterGSA # 9516 September 17, 1998 WASHINGTON, DC - The U.S. General Services Administration (GSA), has announced the appointment of Emmanuel V. "Manny" De Vera as Director of the newly created Information Technology (IT) Solutions Regional Services Center. The new center will operate within the Office of Information Technology Integration (ITI), a component of GSA's Federal Technology Service (FTS). As director, De Vera will be responsible for the FTS IT Solutions business line in GSA's 11 nationwide regions, including the Federal Acquisition Services for Technology Program and the Federal Information Systems Support Program. De Vera was previously Director of the National Institutes for Health Information Technology Acquisition and Assessment Center, where he spearheaded the creation and operation of two of the government's most successful IT acquisition programs: Image World and the CIO Solutions and Partners program. Both are governmentwide task order, professional services, and solutions-based programs that implement many aspects of the Clinger-Cohen (Information Technology Reform) Act. One of the early innovators in Federal IT Acquisition Reform, De Vera also created and directed the highly successful NIH Electronic Computer Store, where he reduced acquisition time for desktop and networking resources by more than 50%. "I am delighted to have Manny De Vera on board," said Charles A. Self, Assistant Commissioner for ITI. "Manny is a true pioneer in the Federal acquisition arena. He will make government entrepreneurship work at it best for ITI and its innovative acquisition programs." De Vera received a prestigious Leadership Award from the Association of Federal Information Resources Management, and his work in Federal acquisition innovation has been Congressionally cited and commended. De Vera holds a Bachelor of Science degree from the University of Wisconsin, a Master of Education degree from Boston University, and a Master of Business Administration degree from Long Island University.
