Cobb Emergency Management Agency (EMA) The following information was sent from the Georgia Emergency Management Agency on September 23, 2008: The current situation is highly variable but the consensus is that the supply problem is improving. Crude oil production in the impacted Gulf regions are still under 20 % of normal, but is improving. Numerous refineries that were off line are now restarting production.
