Caroline Chandry, MD, FAAP, Désirée Pagán, MD, FAAP, and Yvette Piovanetti, MD, FAAP, joined to establish the Centro Pedíatrico de Lactancia y Crianza, Inc., a non-profit organization whose goal is to increase the number of breastfeeding infants in the island and thus improve the health of the Puerto Rican population. The Centro started a breastfeeding program in the Ashford Presbyterian Community Hospital where the criteria of the Baby Friendly Hospital issued by the World Health Organization and UNICEF could be put into practice. The program was begun thanks to an initial grant from the American Academy of Pediatrics and its Community to Child Health (CATCH) program. Out of this effort, there arose a proposal to the U.S. Department of Health for another program to promote, teach, and support breastfeeding in low-income families in the city of San Juan. The money for this program today constitutes the mayor source of funds of Proyecto Lacta. Proyecto Lacta is housed at the Ashford Presbyterian Community Hospital and provides educational programs for health-care professionals in the nine Health Care Clinics (Centros de Diagnóstico y Tratamiento) of the San Juan Metropolitan Area. In addition, the Centro provides a telephone "warmline" and Lactation Consultant services on a sliding-scale basis for any mother who so desires them.
