Mission

The Federal Railroad Administration’s (FRA’s) Office of Human Resources directs all aspects of the human resources program which includes classification and position management; recruitment and placement; employee relations including adverse actions, grievances, and appeals; labor relations; employee development; benefits; performance management; employee awards and recognition; and personnel program automation.  The Office of Human Resources provides HR related information to managers, employees, job applicants, and the general public.

The Office of Human Resources is comprised of the Recruitment and Operations Team; the Labor Relations, Employee Relations, and Career Development Team; and the Employee Services Team.  The Recruitment and Operations Team administers recruitment, placement, merit promotion, and employee utilization programs in accordance with merit principles; administers the Work Force Diversity Program and the Drug Awareness and Testing Program for the FRA; and provides program support to managers and employees.  The Labor Relations, Employee Relations, and Career Development Team administers programs related to labor relations, employee relations, performance management, employee development, and training.  The Employee Services Team develops, implements and administers programs related to classification and position management, the processing of personnel actions, and the maintenance of personnel records and documents.
