INFORMATION ?MARKET RESEARCH TO IDENTIFY ORGANIZATIONS WITH THE CAPABILITY TO
ASSIST THE NATIONAL TELECOMMUNICATIONS AND INFORMATION ADMINISTRATION (NTIA)
WITH THE IMPLEMENTATION OF THE CONGRESSIONALLY MANDATED Digital-to-Analog
CONVERTER BOX COUPON PROGRAM
THIS IS NOT A SOLICITATION
NOTICE.
NTIA is seeking capability information from
organizations with the experience, qualifications, solution
approaches, and best practices necessary to implement and
administer the Digital-to-Analog Converter Box Coupon Program
(the Coupon Program) required by Title III of the Deficit
Reduction Act of 2005. By this RFI,
NOAA/NTIA is seeking information regarding the extent to which
the vendor community can provide services and solutions to
implement and administer the Coupon Program.
Vendors are asked to comment on NTIA's
proposed project objectives and time frames, corporate capability
and approach, proposed products, services and solutions, experience
and rough order of magnitude (ROM) cost estimates. This
synopsis is for information and planning purposes only and
does not constitute a Request for Proposal (RFP). Responses
to the RFI cannot be accepted by the Government to form a
binding contract nor will the Government pay for the information
solicited or recognize any costs associated with the submission
of the RFI. The purpose of the RFI
is to provide an opportunity for industry to comment on this
procurement, identify potential problem areas, and obtain
alternative recommendations in order to enhance the success
of any future procurement for these services. The
Government believes industry feedback is important and is
receptive to all ideas from industry which would result in
limiting unnecessarily constraining requirements, realizing
cost savings, or highlighting potential contractual problem
areas associated with the initiative.
Responses
should be received by September 15, 2006.
The
requirement is to provide a variety of support activities
to NTIA in the implementation of the Coupon Program. Specific
information regarding the Coupon Program is attached in the
Draft Statement of Requirements. This
RFI will assist the Government in determining the feasibility
of setting aside this acquisition for small or small, disadvantaged
business. Comments are solicited
regarding the following items:
1) Is the consolidated or separated
acquisition approach the most effective, efficient and reasonably
priced?
2) Are NTIA's business requirements for the Coupon
Program, the approach for implementing and administering the
Coupon Program, and the target dates and deadlines for the
Coupon Program feasible? Provide information
based on your experience and knowledge of the activities,
services and solutions in similar projects. Also,
identify possible risks associated with implementing each
component of the Coupon Program and suggest mitigation techniques,
especially the mitigation of waste, fraud and abuse.
3) Describe
your corporate capability to serve as an end-to-end provider
for the Coupon Program or provide your established approach
for accomplishing one or more program components as well as
your approach to fielding a cohesive team with combined experience
needed to deliver the components of the Coupon Program.
4)
Identify proposed commercial, off-the-shelf products and solutions
that may exist to fulfill all or part of the Coupon Program.
5)
Provide information about your approach and experience for
implementing projects comparable in nature, size, scope and
complexity to the Coupon Program.
6)
ROM cost information is to be provided to assist NTIA with
preparing a realistic project schedule and budget to support
the Coupon Program and eventual acquisitions. Responders
should document and list any assumptions upon which the cost
estimates are made and any qualifying information, other criteria
or comments.
On August 11,
2006, at 10 A.M., NOAA/NTIA will hold an "Industry Day" at
the NOAA Auditorium, 1305 East West Highway, Silver Spring,
MD 20910, to
give interested organizations an opportunity to receive an
overview briefing on the Coupon Program and to ask questions
about the project.

by 5.P.M., August 8, 2006, with the full name, company, title,
email address and telephone number of individuals representing
their organization who wish to attend the Industry Day. Attendees
should arrive at least an hour before the start time to allow
time for signing in. Agency
security regulations require identification of visitors prior
to arrival.
Questions about this RFI
should be e-mailed to Catherine.Holland@noaa.gov as text in
the email message (not as an attachment). Questions
must be clearly stated with references to the appropriate
RFI text, where appropriate, and with examples, where helpful,
to amplify the question. Companies
are encouraged to submit preliminary questions by 5.P.M., August
8, 2006, so they can be addressed at the Industry Day meeting.
Responses to all questions received will be provided to all
interested parties. The identification of the source of questions
will be removed from the response.
