Michael J. Rigas was selected by GSA Acting Administrator Jim Williams to head the agency’s Office of Small Business Utilization (OSBU) effective September 14, 2008.

In his role as Associate Administrator of OSBU, Mr. Rigas is responsible for management and oversight of GSA's small business policies and  programs. The Office of Small Business Utilization strives to expand opportunities in federal government procurement for small, small disadvantaged, woman-owned, HUBZone, and service-disabled veteran-owned small businesses.

Mr. Rigas joined GSA in December 2006 and served as the Deputy Associate Administrator in GSA’s Office of Small Business Utilization until his current appointment.

Prior to arriving at GSA, Rigas was at Mellon Financial Corporation and Brown Brothers Harriman & Co where he managed client relations, streamlined operations, and created efficiencies across global operations. 

A native of Massachusetts, Rigas holds bachelor's and master's degrees in economics from Boston University and a master’s degree in public administration from Harvard University’s John F. Kennedy School of Government.
