Kevin Messner was appointed as GSA's Associate Administrator of Office of Congressional and Intergovernmental Affairs (OCIA) on June 26, 2006.  Messner is concurrently serving as Acting Associate Administrator for the Office of Governmentwide Policy since November 20, 2006.

As Associate Administrator for Congressional and Intergovernmental Affairs, Messner is responsible for all aspects of GSA’s communications and coordination with Congress, the Judiciary, and other federal, state and local governments.  He directs an office that supervises and maintains agency liaison with all members of Congress and Congressional committees.  OCIA communicates GSA’s legislative program to the Office of Management and Budget, Congress, and other interested parties; and initiates, coordinates, and presents briefings to members of Congress and their staff on GSA programs and initiatives.

As Acting Administrator for OGP, Messner directs an office that develops and evaluates policies for management of the federal government's internal operations. This covers the acquisition, management and disposal of products and services, internal management processes such as travel, and the use of information technology and electronic commerce. In addition, OGP has a policy-making role for information technology and accessibility, electronic government, smart cards, and other emerging technologies, real estate, personal property, and government travel and transportation.

Prior to his appointment, Messner worked in Congress for almost 10 years, most recently as Chief of Staff for U.S. Rep. Jim Kolbe, Chairman of the Foreign Operations Appropriations subcommittee.  Messner also served as Chief of Staff for U.S. Rep. Rick Renzi.

Messner’s private sector experience prior to his arrival in Washington, DC includes working as an engineer with General Motors where he worked in the manufacturing arena and in the Advanced Development Group as a Customer Contact Engineer at the Delco world headquarters. 

Messner holds a bachelor's degree in mechanical engineering at the University of Wisconsin in Madison and a master of business administration from Thunderbird – the Garvin School of International Management.
