David L. Winstead, Commissioner, Public Buildings ServiceDavid L. Winstead was appointed as the PBS Commissioner on October 3, 2005. Mr. Winstead is responsible for the asset management and design, construction, leasing, operations, and disposal for a real estate portfolio of 347 million square feet in more than 8,600 public and private buildings accommodating one million federal workers. Prior to his law practice, Mr. Winstead served as the State of Maryland’s Secretary of Transportation as well as Executive Director of the Washington/Baltimore Regional Association—a private sector economic development alliance between the metropolitan Washington and Baltimore areas. Mr. Winstead holds a bachelor of arts in economics from Denison University, a master of business administration from Columbia University, and a master of real estate from Johns Hopkins University as well as a juris doctorate from Catholic University's Columbus School of Law.
