James C. Handley has served as GSA's Regional Administrator for the Great Lakes Region since June 17, 2001.  Effective June 7, 2008, he was designated by GSA Acting Administrator David L. Bibb as Acting Regional Administrator for the agency's Northwest/Arctic Region, headquartered in Auburn, Washington. He currently leads both regions.
 
Mr. Handley's career spans more than 20 years in government relations in the private and public sectors. He has served as special assistant to the secretary of the U.S. Department of Agriculture; Administrator of the Agricultural Marketing Service; and as Regional Administrator for GSA's National Capital Region (NCR). He guided NCR through an extensive building expansion initiative and implemented the agency's strategic planning and total quality management processes. Prior to rejoining GSA, Mr. Handley directed government affairs in the Washington office of GTECH Corporation.
 
A graduate of Eastern Illinois University, Mr. Handley holds a bachelor's degree in business marketing.
  
He is the father of four daughters and the grandfather of three girls and a boy.
