Kimber H. Boyer - Associate Administrator, Performance ImprovementKimber H. Boyer Jr. was appointed Associate Administrator of the Office of Performance Improvement (OPI) effective May 29, 2007. OPI studies, designs, and oversees action plans to meet GSA's strategic goal of performance improvement. President Bush called on all federal agencies to improve performance and provide effective and efficient services to the American people. OPI serves as the catalyst to ensure GSA implements a rigorous process for developing and executing performance improvement, as ordered by the President of the United States. OPI's mission is to drive the process for successful implementation of major performance improvement initiatives throughout all areas of GSA. OPI provides advice on major policies and procedures related to GSA performance functions to the Administrator and Deputy Administrator. In addition, the office is responsible for overseeing the development and execution of GSA's competitive sourcing program. Prior to his appointment at GSA, Mr. Boyer was Director of Strategic Planning and Oversight for the Republican staff of the House Committee on the Budget. Mr. Boyer also previously held executive management positions with several private sector companies. Kimber Boyer holds an undergraduate degree in economics from Youngstown University in Youngstown, Ohio. Boyer is married and has four adult children. A native of Philadelphia, he currently resides in Falls Church, Virginia.
