Preliminary Determinations in the Countervailing Duty Investigations on Certain Cold-Rolled Carbon Steel Flat Products from Argentina, Brazil, France, and Korea

On February 26, 2002, the Department of Commerce (the Department) announced the preliminary determinations for the above-referenced investigations. We found that producers/exporters of certain cold-rolled carbon steel flat products (cold-rolled steel) from Brazil, France, and Korea have benefitted from countervailable subsidies. However, the Department did not find that producers/exporters from Argentina benefitted from countervailable subsidies.

Background: On September 28, 2001, U.S. producers of cold-rolled steel filed petitions with the Department requesting the initiation of antidumping (AD) and countervailing duty (CVD) investigations on imports of cold-rolled steel from Argentina, Brazil, France, and Korea (both AD and CVD), and Australia, Belgium, Germany, India, Japan, Netherlands, New Zealand, the People’s Republic of China, the Russian Federation, South Africa, Spain, Sweden, Taiwan, Thailand, Turkey, and Venezuela (AD only). On November 13, 2001, the International Trade Commission issued its preliminary affirmative injury determinations.

The Department’s preliminary determinations for the AD cold-rolled investigations are scheduled to be announced on April 29, 2002.

Petitioners: Bethlehem Steel Corp., United States Steel Corp., LTV Steel Company, Steel Dynamics, Inc., National Steel Corp., Nucor Corp., WCI Steel, Inc., and Weirton Steel Corp.

Product Description: The merchandise subject to these investigations is certain cold-rolled (cold-reduced) flat-rolled carbon-quality steel products. The technical language describing the scope of these investigations will be in included in the Scope Appendix attached to the Notice of Preliminary Negative Countervailing Duty Determination and Alignment of Final Countervailing Duty Determination With Final Antidumping Duty Determinations: Certain Cold-Rolled Carbon Steel Flat Products from Argentina, published in the Federal Register concurrently with these preliminary determinations.
