Since the inception of the Clean Water State Revolving Fund program the EPA has been working with states to broaden the range of water quality project types and could and do receive financial assistance from the state water pollution control revolving funds. An important milestone in that effort was reached in 1996 when the EPA, in cooperation with the states, developed and issued the Clean Water State Revolving Fund Funding Framework. The "Framework" articulated guidance on actions that the states could take to significantly increase the flexibility that the states have to use their water pollution control revolving funds to finance worthwhile water quality projects. This page contains links to the Framework as well as to other guidance documents and publications that are especially relevant to the implementation of the Framework in Region 10.
