FMCSA Information Systems eFOTM Release Notice 
Upgrades to the Electronic Field Operations Training Manual (eFOTM) were released on July 28, 2008 and can be downloaded from the Information Systems Web site. Note: users with eFOTM 2.3 and an Internet connection will automatically be updated to Version 2.4 the next time they open eFOTM.

Upgrades to Central Systems (EMIS, L&I, MCMIS, and SAFER) were released on June 29, 2008. Updates to Field Systems (Aspen, CAPRI, CaseRite, SAFETYNET, and UFA) were released on June 30, 2008.

Rules of Behavior Memo 
The Office of Management and Budget requires that all users of Federal Information Technology (IT) systems sign a Rules of Behavior form each year. Please note that you must complete and submit the new Rules of Behavior form by May 30, 2008.

Important EMIS Announcement 
Effective May 5, access to EMIS is available only through the FMCSA Portal. To register for an FMCSA Portal account, please visit the FMCSA Portal home page ( https://portal.fmcsa.dot.gov). For technical assistance, please contact FMCSA Technical Support at FMCTechSup@volpe.dot.gov

This transition is part of the COMPASS program which is transforming the way FMCSA does business. Over time, the functionality from all legacy systems will be incorporated into the FMCSA Portal and the systems will be retired. For more information about the COMPASS program, please contact the COMPASS team at compass@dot.gov
