Regis P. Milan has held numerous advisory and managerial positions as an industry economist, transportation industry analyst, and aviation policy executive in the U.S. Government since 1966. Except for a two-year tour of duty (1967-1969) as an officer the U.S. Army (retiring with the rank of Captain), Mr. Milan was employed by the U.S. Civil Aeronautics Board from 1966 until its sunset on December 31, 1984 -- holding various airline licensing positions in the Bureau of Operating Rights, advocacy positions in the Office of the Consumer Advocate, and analytical and supervisory positions in the Bureau of International Aviation.

Mr. Milan transferred to the U.S. Department of Transportation on January 1, 1985, along with other CAB staff and the residual regulatory functions of the CAB such as international aviation. For seven years Mr. Milan was DOT's Chief of the Public Proceedings Division, with supervisory responsibility for the economic analysis and written and oral testimony of the Public Counsel which was presented in informal and formal hearing cases, including domestic airline mergers, acquisitions, and route transfers and international route carrier selection hearing cases held before DOT's administrative law judges. For five years Mr. Milan was the Chief of the Economic and Financial Analysis Division at DOT. During the last 20 years, Mr. Milan has been monitoring the financial performance of the U.S. airline industry. He has developed extensive contacts within and outside the airline industry and on Wall Street.

Effective January 1999, Mr. Milan assumed his present position as Associate Director of the Office of Aviation Analysis and the Special Assistant to the Deputy Assistant Secretary of Transportation for Aviation and International Affairs. Most recently, Mr. Milan served as the primary program organizer and coordinator of the "Aviation in the 21st Century -- Beyond Open Skies" Ministerial Conference held in Chicago December 5 to 7, 1999. The conference was attended by over 900 people, with 93 countries represented.

Mr. Milan holds an undergraduate degree in business (Duquesne University, B.S., 1966, Major-Economics), a Masters degree (American University, MBA, 1974, Major-Transportation Policy and Theory) and has met the course requirements for a DBA-Transportation at the University of Maryland. Mr. Milan's other training includes completion of the Federal Executive Institute's Executive Excellence Program in 1986 and the Senior Executive Fellows Program at Harvard University in Spring 2000.

Mr. Milan is married and has three daughters.
