Sev Miller: Chief Counsel

Severn E.S. Miller: Chief CounselSevern E.S. Miller is the Chief Counsel of the Federal Transit Administration, the agency within the U.S. Department of Transportation responsible for distributing approximately $10 billion annually in Federal subsidies for new construction and improvement of public transit systems in the United States. Sev joined FTA in August 2007.

Sev comes to FTA after more than fourteen years in private practice in Baltimore, Maryland. Sev was most recently honored to serve as full-time General Counsel for the Bob Ehrlich for Maryland Committee, where he helped recruit, train, manage and direct more than 400 volunteer attorneys. Previously, he was with the law firm of Thomas & Libowitz, P.A., in Baltimore for seven years. Sev has broad experience in general civil litigation, including insurance, contract and commercial disputes, as well as in election law.

Sev earned his Juris Doctor, cum laude, from Washington and Lee University School of Law and his Bachelor of Arts degree from Brown University

As Chief Counsel, Sev is the principal legal advisor to FTA’s Administrator. He is responsible for all aspects of FTA's legal activities, heads a staff of 25 attorneys and participates in developing policy on all significant matters before the agency, including FTA’s implementation of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (or “SAFETEA-LU”).

Sev commutes via public transit from his home in Baltimore. He and his wife, Martha, have three children.
