Stephen Goodman: Director Lower Manhattan Recovery Office

Stephen Goodman is the Director of the Federal Transit Administration’s New York Lower Manhattan Recovery Office (LMRO). As the LMRO Director, Mr. Goodman is responsible for project development and oversight of construction projects leading to the transportation recovery and economic revitalization in Lower Manhattan, necessary because of the terrorist attacks on New York City in September 2001.

Prior to joining the FTA, Mr. Goodman spent 20 years at the Federal Aviation Administration (FAA) managing high-profile programs and projects. Most recently, he served as the Terminal Construction Center Manager, overseeing large-scale projects for the Eastern Region.  Mr. Goodman served as the FAA Headquarters’ point of contact responsible for defining requirements for Facility and Equipment investments at some of the nation’s largest airports. Prior to that, he spent five years in FAA HQ as the National Program Manager for standby power equipment. 
 
Mr. Goodman began his civil service career in 1988 as a civil engineer for the FAA.  Over the course of his FAA career, he gained significant experience leading teams on complex, mission-critical projects.  Mr. Goodman oversaw projects from conception to commissioning of numerous Terminal Facilities, including some of the country’s busiest airport traffic control towers. 

Mr. Goodman is a register Professional Engineer, with a Bachelors Degree in Civil Engineering from Manhattan College; he also is a certified Project Management Professional (PMP).
