SUBJECT:      Revision of Uniform Mine File Procedures Handbook

Scope
This Procedure Instruction Letter (PIL) is being issued to revise the Uniform Mine File Procedures Handbook. It applies to Mine Safety and Health Administration (MSHA) District Managers and MSHA personnel who may be assigned to maintain or review the handbook.

Purpose
This is a revision to the Uniform Mine File Procedures Handbook, No. PH94-V-9, to inform MSHA management, enforcement and clerical personnel that the mine inspection and violation history (product ID MSN065) is no longer required in uniform mine files. The data provided by the now obsolete MSN065 report has been superseded by data provided through Inspector's Portable Application for Laptops (IPAL).

Procedure Instructions
The references to MSN065 on pages 2-1 and 3-1 of the handbook are deleted. The MSN065 report is not required to be maintained in the uniform mine file.

Background
The Uniform Mine File Procedures Handbook, No. PH94-V-9 includes instructions requiring that a copy of MSN065 be maintained in each uniform mine file for both surface and underground mines. The report, however, is no longer available as a standard report and has been superseded by more timely data available through IPAL. As a result, the instruction in the handbook is revised.
