The Department of Transportation's (DOT) Pipeline and Hazardous Material Safety Administration (PHMSA), acting through the Office of Pipeline Safety (OPS), administers the Department's national regulatory program to assure the safe transportation of natural gas, petroleum, and other hazardous materials by pipeline. OPS develops regulations and other approaches to risk management to assure safety in design, construction, testing, operation, maintenance, and emergency response of pipeline facilities. Since 1986, the entire pipeline safety program has been funded by a user fee assessed on a per-mile basis on each pipeline operator OPS regulates.

This is a break down of the information that is available on the Office of Pipeline Safety's (OPS) Web Page. This information will come in handy when dealing with OPS customers. There is a large amount of information about OPS and Pipeline Safety that is now quickly and easily available through our web site.

Mapping
National Pipeline Mapping System - The Department of Transportation's Office of Pipeline Safety (OPS) is working with state agencies and the pipeline industry to create a National Pipeline Mapping System (NPMS). This system will show the location and selected attributes of the major natural gas and hazardous liquid pipelines and liquefied natural gas facilities operating in the US.

Pipeline Risk Management Information System - this section contains a listing of companies participating in the Risk Management Demonstration Projects, along with specific project information.

  • Pipeline Integrity Management - This web page provides information about OPS's new Rule on Pipeline Integrity Management in High Consequence Areas for Hazardous Liquid Operators (49 CFR 195.452). The site provides information on the basic steps required for 1 operator compliance with these new requirements. It also contains several useful resources, such as the rule and preamble text, a glossary of terminology, and a fact sheet summarizing the key requirements.
  • Qualification of Pipeline Personnel - This web page provides information about OPS's new Rules on Operator Qualification (“OQ”) - for Gas (49 CFR Part 192, Subpart N) and Hazardous Liquid (49 CFR Part 195, Subpart G) Pipelines. The site provides information and guidance for operator compliance with these new requirements, including a set of FAQs, a glossary of terminology, and the set of protocol questions asked of an operator during an OQ inspection.
