Phillips, Deputy Director Office of Miners' Health, Safety and Training Office of Miners' Health, Safety and Training 1615 Washington East Charleston, WV 25311-2126 Through the Office of Miners' Health, Safety and Training, the State of West Virginia provides the miners, mine operators and contractors working on mine properties, a comprehensive training program which educates the mining personnel on the many health and safety hazards found in the mining environments.
