The Texas Mine Safety & Health Program (TMSHP), as Part of the Professional Development Center at the University of Texas at Austin, is responsible for providing safety and health training and a variety of other services in order to improve the conditions of mine safety and health within Texas. The TMSHP seeks not only to provide training required by law but also to develop and promote other health and safety programs for the benefit of Texas miners, contractors working on mining properties, and the overall mining industry within the State.
The TMSHP focuses on the needs of both the Texas metal/nonmetal and the coal mining industries by assisting mine operators to establish, maintain and continually improve the safety and health cultures within their organizations until mine safety and health becomes an integral Part of normal day-to-day operations and a way of doing business.
Because Spanish is the primary and sometimes the only language of many miners employed within Texas, a considerable portion of our training materials and a significant percentage of our training is provided in Spanish to meet their needs.
The following are some of the TMSHP services that are available to the Texas mining industries:
- Provide training on topics required under 30 CFR Parts 46 and 48, primarily Annual Refresher and New Miner Training;
- Develop, maintain and provide training on timely or specifically requested safety and health topics (e.g. Back Injury Prevention, Battery Handling Safety, Tire and Rim Safety and other misc. accident prevention and health topics);
- Operate and maintain a lending library of mining related safety and health training videos and DVDs;
- Conduct the Approved MSHA Instructor Training course as required by 30 CFR Part 48;
- Conduct basic First Aid /CPR/AED training to meet the requirements of 30 CFR Part 56 (56.18010) as well as Parts 46 and 48;
- Provide HazCom training and consultation services to assist organizations in meeting the requirements of 30 CFR Part 47;
- Provide Occupational Noise Exposure training and consultation services to assist organizations in meeting the requirements of 30 CFR Part 62;
- Operate and maintain an equipment loan program for noise dosimeters and other related equipment to assist organizations to conduct noise exposure assessments as required under 30 CFR Part 62 (62.110);
- Provide mine inspection, audit services as part of the Courtesy Assistance Visits program to assist mining organizations comply with the provisions of 30 CFR Mandatory Health and Safety standards for surface and underground metal/nonmetal and coal mines, Parts 56, 57, 70, 71, 72, 74, 75, and 77;
- Develop and conduct a variety of supervisory training courses to enhance the safety and health culture within mining organizations and to assist individual mine supervisors in improving their supervisory skills including an appreciation of their personal responsibilities for their employees' health and safety. Subjects include topics such as Safety & the Supervisor, Managing and Supervising People, Building Personal Leadership Skills, Business Communications Skills and Business Writing;
The TMSHP also encourages all mine operators and mining contractors to join and participate in the Joseph A. Holmes Safety Association and to participate in the activities and programs of at least one of 15 active District Councils within Texas and to participate in the association's national safety and health recognitions and scholarship programs. In order to further reinforce their organizational safety cultures and continue to develop strong, positive attitudes towards safety and health, all members of the mining community are also encouraged to attend and participate in the annual MSHA South Central District Conference.
Additionally, TMSP operates and maintains the Texas Mine Safety and Health Program web site (http://www.utexas.edu/cee/txmshp) in order to provide the Texas mining community useful and current information in establishing and improving an organization's safety culture. The web site also has information on available training, the Texas Small Mine Resource Library, the Texas Small Mines Mentoring Program, and the Noise Dosimeter Lending Program.
