The Federal
Highway Administration distributed an SIB Primer at the 1995 State Infrastructure
Bank Conferfence held in Denver, Colorado. This new Primer builds on earlier
information and reviews in greater depth the many financing tools that
can be made available to transportation projects through an SIB. It also
provides infromation about developing an SIB program that takes full advantage
of the project financing flexibility envisioned by the federal pilot program.
Guidance
for SIB Capitalization, types of financal assistance available, administration
of the SIB, project requirements, the Annual Report, and disposition of
the SIB.
A preliminary assessment
of the pilot program, including progress toward implenetation, opportunities
and constraints posed by enabling legislation.
