HCHB Renovation
Project
BACKGROUND
The General Services Administration (GSA)
along with the Gilbane, Grunley Joint
Venture began a thirteen-year project to
renovate and modernize the HCHB, one of the
final buildings in the Federal Triangle to
be renovated and modernized.
The Department of Commerce is working
closely with GSA throughout the project
serving, as an advocate for the HCHB Bureaus
and operating units with regard to space
requirements and building services, as well
as planning the tenant improvements
DOC
is responsible for funding.
OVERVIEW
OF PROJECT
The project will renovate and modernize the
1.8 million gross square foot building.
Construction is scheduled in eight
phases; the first phase began in January
2008 with the rehabilitation of the
Courtyard 6 infill area and replacement of
the aging cooling towers on the roof of the
7300 corridor.
Each phase is approximately 18 month
in length and planned for completion in
2021.
The project moves the National
Aquarium from its present location on the
14th street
side of the building to the Constitution Ave
end of the building.
This will allow for a dedicated
aquarium entrance and more room for
additional displays.
OBJECTIVES
- Upgrade all mechanical,
electrical, and life-safety systems to
alleviate code deficiencies, conform to
industry standards, meet GSA guidelines,
and extend the building’s useful life;
- Increase usable space;
- Increase
energy/environmental efficiencies; and
- Incorporate security
improvements.
COST
The current total cost estimate
is $893 million, with GSA and DOC sharing responsibility. GSA’s share is
estimated at $830 million, while
DOC’s is
estimated at $63 million.
