Rochelle J. Lipsitz

Deputy Director General of the
U.S. & Foreign Commercial Service

 

Rochelle J. Lipsitz joined the U.S. and Foreign Commercial Service in October 2007 as Deputy Director General. Prior to the Commercial Service, she served in the Transportation Security Administration (TSA)/Department of Homeland Security as Deputy Assistant Administrator for the Office of International Programs. In this position, she was responsible for promoting alignment and consistency between the security requirements of the US and foreign transportation authorities. She was also Director of the Office of International Affairs within the Department of Homeland Security's Federal Emergency Management Agency (FEMA) before her work at TSA. Prior to her service in the government, Ms. Lipsitz was a managing partner of Border Crossings, L.C., a strategic and implementation group that assisted companies in expanding or entering international markets, group vice president of international business at The Mills Corporation (a shopping center/real estate developer), and a managing partner and corporate secretary at Hills Enterprises, Ltd., a Washington D.C.-based international merchant banking firm. She has managed projects in most regions of the world, including Asia, the Middle East and Latin America, and has been involved in various industries including, institutional investing, manufacturing and distribution. Ms. Lipsitz began her career as director of international affairs at several U.S. law firms. She has worked in strategic planning, market analysis, trade policy and has been a guest lecturer at George Mason University. A native of St. Louis, Missouri, Ms. Lipsitz holds a M.S. in International Business from American University and a B.A. in Spanish and German Literature and Language form the University of Missouri. Ms. Lipsitz is a member of the Council of Foreign Relations.
