Supported Employment State Grants

The program provides supplementary grant funds to State Vocational Rehabilitation (VR) agencies to increase the employment of individuals with the most significant disabilities by providing on-going supports such as job coaches. These time-limited services are followed by extended support provided by another entity.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program has helped to address the need for supported employment for individuals with the most significant disabilities, but duplicates activities that can be provided through the much-larger Vocational Rehabilitation State grants program. Supported employment is now an integral part of the VR program and it is no longer necessary to maintain a separate supplementary grant program.
  • The program has an annual measure and met its targets, but needs to develop a long-term measure and implement its efficiency measure. The annual measure tracks the percent of individuals who received supported employment services and obtained employment that earned the minimum wage or higher. In 2006, 94% of such individuals earned the minimum wage or higher.
  • In general, program data and evaluations show that the outcomes of individuals who receive supported employment (SE) services compare favorably to other VR consumers with significant disabilities. A study of the VR Services Program found that a year after program exit, 84 % of those achieving an SE outcome were still working, compared with 83 % of other VR consumers with significant disabilities.

We are taking the following actions to improve the performance of the program:

  • Working with Congress to eliminate the Supportive Employment Grant program and integrate necessary State plan provisions into the State Plan provisions of the VR Grant program; monitor SE performance.
  • Developing additional measures, including a long term measure that adequately assess the impact of the program, collect efficiency measure data, and set targets.
  • Improving use and transparency of national and State data to manage and improve the program.
