Education State Grants for Innovative Programs

This program is a very flexible block grant that provides grants to States and school districts for a broad array of projects supporting reform and improvement of elementary and secondary education.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • Because this program gives States and school districts broad flexibility to fund virtually any K-12 activity, it is duplicative of other Federal, State, and local education programs. It is also not well targeted to meet the needs of children in high-need schools.
  • It is difficult to evaluate the program's performance because funds may be used for a long list of activities. In addition, because most districts that receive funds also receive funds for other Department formula-grant programs, it is difficult to separate the program's effects from those of other programs. As a result, the program does not have strong performance measures.
  • The Department has begun conducting site visits to assess whether funds are used for effective local activities.

We are taking the following actions to improve the performance of the program:

  • Developing additional, meaningful performance measures for the program, collecting performance information, and setting targets for the measures.
  • Continuing formal monitoring visits to States, including both on-site and "virtual" visits, to ensure that the program is funding effective local programs.
  • Establishing baseline data and setting targets for the program's efficiency measures.
