International regulations do not recognize these special permits, so do not pack these lighters for travel abroad. Approved packages under these Special Permits bear a marking identifying them as such.

Lighter fuel, lighter refills, and lighters containing unabsorbed liquid fuel (other than liquefied gas) are not permitted either on your person or in carry-on or checked baggage.
