Which Lighters Fly
Permitted In Carry-On Baggage or On Your Person
One packet of safety matches or one fueled lighter per person carried on your person or in your carry-on baggage.
Two fueled lighters per person in checked baggage for domestic travel, only under the terms and conditions of a special permit (e.g., Special Permit Nos. 14327, 14373, 14415), which require a lighter to be placed in an approved package that protects its sparking mechanism from accidentally igniting during transport.
International regulations do not recognize these special permits, so do not pack these lighters for travel abroad. Approved packages under these Special Permits bear a marking identifying them as such.
Not Permitted
Lighter fuel, lighter refills, and lighters containing unabsorbed liquid fuel (other than liquefied gas) are not permitted either on your person or in carry-on or checked baggage.
Flammable gas lighters with designs that have not been examined and successfully tested* by an authorized person under criteria specified in title 49 of the Code of Federal Regulations, § 173.308(a)(4).
Flammable liquid lighters with designs that have not been approved* by the Associate Administrator of Hazardous Materials Safety.
Safety matches in checked baggage.
Strike-anywhere matches in checked or carry-on baggage.
* Most disposable lighters are compliant with DOT regulations for carriage in carry-on baggage or on your person.
