Description:
Objective:The Northeast Waste Management Officials’ Association (NEWMOA) in partnership with the Massachusetts Office of Technical Assistance (MA OTA) worked on or completed the following tasks under the “Moving Toward Sustainable Manufacturing through Efficient Materials and Energy Use” grant number X3832203 from the U.S. Environmental Protection Agency (EPA) Office of Research and Development (ORD) covering the budget period of October 1, 2006–March 31, 2007.
Progress Summary:Task 1: Software Development
During this budget period, NEWMOA and MA OTA finalized the Energy & Material Flow & Cost Tracker (EMFACT) Project Request for Proposals (RFP) based on the results of the meeting and discussions that occurred during the previous budget period. These meetings and discussions were described at length on the grant report that NEWMOA submitted for the previous budget period. NEWMOA posted the final RFP on its Web site on October 16, 2007, with a due date for the proposals of December 1, 2007. NEWMOA held a bidder’s conference on November 7, 2006, at the Offices of MA OTA. After issuing the RFP, NEWMOA formed a committee to review the proposals that included the following individuals:
- Terri Goldberg, NEWMOA
- Paul Richard, Rick Reibstein, Bill McGowan, and Phil Milmoe, MA OTA
- Jeff Sama and Dan DeMicco, New York State Department of Environmental Conservation (DEC)
- Linda Darveau, EPA Region 1-New England
- Patricia Carrier, New Hampshire Ball Bearing Company
This Committee agreed to review the proposals and participate in two conference calls to discuss the proposals and make a recommendation on the one that appeared to offer the best value.
NEWMOA received proposals from five vendors by the proposal deadline. After an initial review, NEWMOA found that all of the vendors were at least minimally qualified to undertake the project. NEWMOA distributed copies of the proposals to the members of the review committee and held a conference call on December 21, 2006, to conduct an initial review of the proposals. NEWMOA developed a review sheet with criteria and a scoring system for ranking/grading each proposal and asked each member of the committee to complete a form for each of the proposals. The committee reviewed this proposed review form during its December conference call and made some changes and additions. The committee members submitted completed forms to NEWMOA covering all of the proposals for compiling prior to the next conference call in January 2007.
