This document assists establishments and facilities designated by Standard Industrial Classification (SIC) codes 4953 (limited to facilities regulated under Resource Conservation and Recovery Act (RCRA), Subtitle C, 42 U.S.C. Section 6921 et seq.) and 7389 (limited to facilities primarily engaged in solvent recovery services on a contract or fee basis) in making compliance determinations under the EPCRA Section 313 reporting requirements and preparing Form R(s) or the Form A certification statement(s) as required. The EPCRA Section 313 program is commonly referred to as the Toxic Chemical Rel ease Inventory (TRI) program.

 6.  Iowa Department of Natural Resources Land Quality Bureau: Solid Waste Management Facilities
The Department of Natural Resources, under the authority of Iowa Code Section 455B.305, regulates the construction and operation of facilities that manage, process and dispose of solid wastes. The Land Quality Bureau of the DNR Environmental Protection Division issues operational permits for all solid waste management facilities. The Land Quality Bureau permit program also includes the permitting of landfill facilities for closure and 30 year postclosure monitoring.

 10.  GUIDELINES FOR WELL ABANDONMENT
According to the U.S. E.P.A., the objectives of an abandonment procedure are to: 1) eliminate physical hazards; 2) prevent groundwater contamination; 3) conserve aquifer yield and hydrostatic head; 4) prevent intermixing of subsurface water. The purpose of sealing an abandoned well is to prevent any further disturbance to the pre-existing hydrogeologic conditions that exist within the subsurface. The plug should prevent the vertical movement within the borehole and confine the water to the original zone of occurrence (U.S. EPA, 1991).
