David E. Kunz serves as Chief Counsel for the Pipeline and Hazardous Materials Safety Administration (PHMSA). Mr. Kunz’s experience includes work in the transportation, infrastructure and environmental fields, and he joins PHMSA from the American Council of Engineering Companies (ACEC) where he was the Director for Environmental and Energy Programs.
Prior to joining ACEC, Mr. Kunz worked at the Carmen Group, where he represented public and private sector clients in a variety of transportation and environmental policy and legislative matters. Mr. Kunz’s prior government experience includes service as Counsel and Assistant to the Governor of the State of Illinois in the State’s Federal Relations Office and as Senior Legislative Assistant and Counsel to U.S. Representative Ray LaHood.
Mr. Kunz received his J.D. and his Master of Laws in Environmental Law from George Washington University Law School and his B.A. with honors from the University of Illinois. He and his wife, Maura, reside in University Park, Maryland.
