As the Pipeline and Hazardous Materials Safety Administration's (PHMSA) first Associate Administrator for Finance, Budget, and Performance Integration/Chief Financial Officer (CFO), Monica Summitt's responsibilities include:

  • Advising the Administrator on all budget, financial management, and performance integration issues.
  • Working closely with the executive team to understand how changing risks affect our agency mission, stakeholder expectations, and the implications for PHMSA; and with the executives individually and collectively to guide our financial planning and execution to rise to the many challenges mission.
  • Serving as the agency's chief advocate on financial matters with the Government Accountability Office, the Office of Management and Budget and the Authorizing and Appropriating Committees of Congress.

Ms. Summitt brings 15 years of Federal service and strong academic and professional credentials to this critical new position.  Ms. Summitt began her career at the Department of Transportation (DOT) as a Financial Management Intern, which lead to an accounting position in the Research and Special Programs Administration.  Prior to her return Ms. Summitt held two positions at the Department of Justice (DOJ).  Most recently, she was the Assistant, Chief Financial Officer at the Office of Justice Programs (OJP), where she directed OJP's $2.5 billion budgets, Performance Assessment Rating Tool (PART) evaluations, and briefings to the Assistant Attorney General and Deputy Assistant Attorney General on budgetary and financial issues.  Ms. Summitt also served as the senior budget analyst at the Justice Management Division's Finance Staff, where she developed and implemented a new pricing methodology for services provided by the Finance Staff to the bureaus and components of the DOJ.

During her Federal service, Ms. Summitt was the Budget Officer at the Equal Employment Opportunity Commission (EEOC), where she directed EEOC's $300 million budgets and briefings to the EEOC's Chair, Commissioners, Chief Operating Officer, and Program Directors.

Ms. Summit received a B.S. degree in finance and an MBA from George Mason University in Fairfax, VA.  Ms. Summitt also earned a Certified Public Accountant certificate from the Commonwealth of Virginia.  She is fluent in Spanish and is a member of her church's Finance Council.  She served as the Treasurer and Acting Chair of the Department of Transportation's/Accessibility and Disability Awareness organization (DOT/ADA).  In addition, she received the Secretary's Award for the Disability Resource Center's planning team.
