Director of Civil Rights - Helen Hagin
Helen Hagin
As PHMSA's Director of Civil Rights, Helen Hagin's responsibilities include:
  • Administering and implementing civil rights and equal employment opportunity (EEO) precepts and initiatives.
  • Serving as principal advisor to the Deputy Administrator on agency civil rights, equal employment opportunity, managing diversity and affirmative action matters.
  • Monitoring the operations of activities and programs receiving PHMSA assistance to ensure compliance with nondiscrimination requirements.

Ms. Hagin was born in Tarlac, Philippines and came to the United States with her parents and family in 1955. They made their home in Monterey, California where her father continues to reside.

Ms. Hagin entered the Federal Government in 1990, at the Department of Transportation, Research and Special Programs Administration (RSPA), Office of Pipeline Safety. Ms. Hagin came to the RSPA Office of Civil Rights in 1991 and became the Director in 1996. Along with the responsibilities of Civil Rights, she is responsible for the Internal Random Drug Testing Program, Diversity and Alternative Dispute Resolution Programs for the Agency.

Prior to entering the Federal Government, Ms. Hagin was on the management team of a dental corporation in Atlanta, Georgia. She has been a Red Cross Volunteer for 13 years and in the event of transportation related disasters, Ms. Hagin volunteers as a transportation coordinator at FEMA supported by DOT Office of Emergency Transportation.

Ms. Hagin is married to Chaplain Colonel Ward Hagin. They have 3 children. Ms. Hagin attended Monterey Peninsula College and University of Puget Sound.
