The President's Management Agenda

Organizational Excellence

The President's vision for Government reform is guided by three principles.  Government should be--

  • Citizen-centered, not bureaucracy-centered;
  • Results-oriented;
  • Market-based, actively promoting rather than stifling innovation through competition.

At the core of Maritime Administration organizational excellence are our strategies for developing, acquiring, and sustaining the components of capability to perform our mission: people, information, and financial resources.  The President's Management Agenda frames our Agency efforts to ensure we put the right capability in the right place, at the right time, and at the right cost.  Maritime Administration organizational excellence strategies include:

  • Strategic Management of Human Capital;
  • Improved Financial Performance;
  • Expanded Electronic Government; and
  • Budget and Performance Integration.

1. Strategic Management of Human Capital

Maritime Administration will continue to support the Department of Transportation (DOT) strategic human capital management objectives, by:  using information technology to automate, simplify, and streamline processing of job applications and personnel functions; providing Human Resources (HR) oversight and guidance regarding competitive sourcing initiatives; recruiting, rewarding, and retaining supervisors based on Office of Personnel Management/DOT leadership competencies; participating in the DOT Leadership Mentoring Program and supporting the Maritime Administration Transportation Leadership Program; fostering a diverse, results-oriented workforce through performance management and awards that link individuals/team/unit performance to organizational goals and results; and collaborating with internal and external sources to update core competencies and modify position descriptions and vacancy announcements.

2. Improved Financial Performance

The Maritime Administration focus in this area is to continue to achieve clean audit opinions on Maritime Administration's financial statements and enhance and expand our use of web-based accounting, wherever possible.  Maritime Administration continues to enhance financial management systems and reengineer accounting business practices to make full use of Federal resources to provide efficient, high quality, cost-effective and responsive services for supporting and achieving the Administration's goals.  Finally, Maritime Administration maintains 100 percent participation in payroll direct deposit, nearly 100 percent participation in providing electronic payments to our contractors, full compliance with the Federal Financial Managers' Integrity Act, and full participation in the recovery of any discovered erroneous payments.

3. Expanded Electronic Government

Maritime Administration FY 2009 IT/E-Government portfolio is aligned with Maritime Administration's FY 2005-2009 E-Government Plan and comprises three main initiatives-- (1)  Maritime Administration is creating a single, integrated content environment comprised of Office of Management and Budget E-Government initiatives, DOT enterprise initiatives, Maritime Administration specific business applications (legacy, production, and new starts), and common content services; (2)  Maritime Administration has created and must sustain a comprehensive Operating Environment comprised of DOT common services (provides local area networking, wide areas networking, desktop support, messaging, file, and print services); and, (3)  Maritime Administration has built a sophisticated computing environment that provides substantial benefit to the mission of the Maritime Administration, other Federal agencies, and private industry.

4. Budget and Performance Integration

The agency budget is consistent with the PMA initiative for full integration of budget and performance information, and using performance data to help make program and budget decisions.  The FY 2009 budget request fully integrates the Maritime Administration Performance Plan with the budget.  The performance budget describes how the funds requested will contribute to the achievement of the DOT strategic and performance goals.
