SUBJECT: Modification No. 2 to AL 86-35 Covering Uniform Solicitation Numbering

Acquisition Letter (AL) No. 86-35 dated October 5, 1986 is amended to allow for the numbering and tracking of tasks awarded under the Quick Reaction Task Order (QRTO) system. The QRTO was implemented in several procurement offices within the Department to competitively acquire services using streamlined procedures. Under this arrangement, multiple master contracts are awarded on a competitive basis for each support service area and then each task is further competed among these contractors. The uniform requisition numbering system has been modified to include numbers to be used solely for the solicitation and award of tasks under QRTO contracts. The master QRTO contracts will continue to be designated as a "50" number, however tasks that are solicited among QRTO contractors will be designated as a "54". When that task is awarded, it will be converted to a "55". Therefore, the following change is made: Paragraph 1 under Policy - change to read:

(1) Solicitation Type (Numeric) Position 1 will always be a "5". Based on the type of solicitation, the second position will be one of the following:

1 = Sealed Bid

2 = Request for Proposal (except Quick Reaction Task Order)

3 = Request for Quotation

4 = Request for Proposal (Quick Reaction Task Order only)

When assigning the contract number, the second position will be changed to a "0" when the second position of the solicitation number is a 1, 2 or 3 and to a "5" when the second position is a 4.

Please provide all recipients of the original Acquisition Letter with a copy of this modification.
