This sector is defined by the Uruguay Round sectoral initiative on non-ferrous ores and metals. Non-ferrous ores and metals accounted for less than 1 percent of total U.S. non-textile industrial exports to Morocco, averaging $1.7 million. The top U.S. exports in this sector are batteries, aluminum wire and titanium oxide.

Moroccan tariffs on non-ferrous ores and metal products range from 2.5 to 50 percent, averaging 27.7 percent. The highest tariffs in this sector apply to batteries, tubes and fittings.

Moroccan exports to the United States in this sector were about $2.2 million, which is less than 1 percent of Morocco’s total non-textile industrial exports to the United States.

The United States applies tariffs of 0 to 15 percent on these products, with an average tariff of 2.5 percent. The highest U.S. duties apply to titanium.

Tariff Elimination

Tariffs will be phased out according to four tariff elimination categories: immediate elimination, equal cuts over two years, equal cuts over five years, and equal cuts over nine years.

Overall, 13 percent of U.S. exports will be duty-free immediately upon implementation of the Agreement. Tariffs on 9 percent of exports will be eliminated over two years. Duties on a few additional products will be eliminated by year five, with the remaining duties eliminated over nine years.

The United States agreed to eliminate duties on all non-ferrous products immediately.

Copper. 22 percent of U.S. exports in copper and copper alloy products will be duty-free immediately upon implementation of the agreement. The remaining 78 percent will be phased out over the course of nine years. The United States will eliminate tariffs on all Moroccan exports of copper and copper alloy products immediately.
