Pipeline Security Personnel for Owners or Operators of Natural Gas Pipelines, Hazardous Liquid Pipelines and Liquefied Natural Gas (LNG) Facilities

Subject
Increased Pipeline Transportation Security Measures

Purpose:
Inform pipeline security personnel of the need to review their security procedures and emergency response plans.

Advisory:

The Office of Pipeline Safety is advising pipeline owners and operators of the need to review their security procedures and plans as a result of a determination by the Secretary of Transportation that enhanced security awareness is appropriate at this time. While there is no information at this time to suggest that pipelines or other modes of transportation are specifically threatened, it is reasonable and prudent to ensure that measures are in place to prevent or deter possible criminal or terrorist acts against the U.S. transportation system.

Pipeline operators should consider reviewing their security procedures with their employees to ensure that they are familiar with their responsibilities and that any suspect activity on or around pipeline facilities is appropriately reported. Additionally, pipeline operators should consider taking measures to improve the physical and operational security of their pipelines.

Attached is a Pipeline Security Information Circular* containing information of concern to pipeline security personnel. This format will be used in the future to advise pipeline owners and operators of pipeline security issues.

Background:

Various RSPA regulations include security requirements for liquefied natural gas (LNG) facilities and pipeline systems. These security regulations, as well as company security procedures and practices, should help secure and protect the pipelines from threats..
