Office of Surface Mining - State Managed Regulation of Surface Coal Mining

The program collaborates with coal mining States and Indian Tribes to protect the public from the adverse effects of surface coal mining activities. The program distributes cost-shared grants to the States and Tribes to develop, administer, and enforce legislative requirements.

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program meets national contemporary coal mining needs. This is accomplished because States and Tribes run their program in collaboration with other coal mining states, the federal government, and coal mining operators.
  • The program's established annual and long-term performance measures are supported by coal mining states and tribes. The measures are used by states when they request their cost-shared funding from their respective legislatures.
  • The program performance measures address important aspects of regulating coal mining - mined acreage reclaimed versus number of acres permitted, off-site impacts of mining, and processing of grant applications. Coal mining is robust, given that the ratio of lands reclaimed and those current being mined remains below 50 percent.
