Counterdrug Research & Development

The Counterdrug Technology Assessment Center Research and Development program identifies the scientific and technological needs of Federal, State, and local drug control agencies. It provides grants for research to improve the quality of drug abuse and addiction research and of drug-related criminal investigations.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program lacks acceptable goals and performance measures.
  • The program fails to prioritize research and developmnent proposals submitted by Federal agencies. This leads to a situation in which low priorities may be funded at the expense of higher needs.
  • The program has not had a comprehensive evaluation to examine its performance and assess its impact.

  • Developing a performance measurement system, including acceptable goals and timeframes.
  • Reviewing the project selection process and determining whether projects funded are consistent with the priorities of the National Drug Control Strategy.
  • Making program improvements consistent with the recommendations of a recently completed management assessment.
