PURPOSE

The U. S. Department of Transportation submits the Status of the Nation's Highways, Bridges, and Transit: Conditions and Performance Report (C & P Report) to Congress biennially. This document is intended to provide Congress and other decision makers with an objective appraisal of highway, bridge, and transit finance, physical condition, operational performance, and future investment requirements. The report offers a comprehensive, factual background to support development and evaluation of legislative, program, and budget options at all levels of government.
