  1. What is DOT-SP 13341?
    DOT-SP 13341 is a special permit issued by PHMSA’s Office of Hazardous Materials Safety that provides specific relief from the Hazardous Materials Regulations (HMR) by authorizing the transportation of certain storage tanks, having a water capacity between 125 and 500 gallons that are charged to more than the 5% of their water capacity with LPG. The special permit is based on an application filed by the National Propane Gas Association (NPGA) on behalf of its members. The special permit allows ASME Coded “U” stamped pressure vessels to be transported one-way only from the consumer premises to the tank owner’s nearest bulk plant facility. The authorization also requires the shipper/carrier to meet several specific conditions and safety control measures prior to transportation.
  2. Why is a special permit needed?
    As specified by 49 CFR 173.315(j)(4) and (5), only storage tanks up to 125 gallon water capacity may be transported under the HMR when they are charged to more than 5% of their water capacity. DOT-SP 13341 provides relief from the 5% quantity limit and water capacity size of the storage tanks up to 500 gallon water capacity.
  3. Who may use this authorization?
    Anyone who has current party status may use the special permit. Any person may request party status to DOT-SP 13341 by sending the information required by 49 CFR 107.107 to the Office of Hazardous Materials Special Permits and Approvals (specialpermits@dot.gov). Please allow up to 4 weeks to obtain party status.
  4. If I hold active grantee status, what do I need to carry on my vehicle to utilize this relief?
    In addition to any other documentation required by the HMR, you need to carry a copy of the special permit authorization letter issued to your company or member association together with the special permit itself. These documents shall be made available upon demand to any authorized Federal, State or local inspectors.
  5. How do I get a copy of my special permit authorization letter?
    If you did not receive a copy of the authorization letter and you are a member of the NPGA you should contact your association staff for a copy or find it online at the Hazmat Safety Homepage at:
