The MCC Program Procurement Guidelines define the procurement policies and procedures for MCC partner countries with signed Compacts. MCC countries establish “accountable entities” or “MCA Entities” to implement the Compacts and conduct the procurement of:
- Goods,
- Works,
- Consultant, and
- Non-consultant services.
The Guidelines become effective once a Compact is signed with an MCC partner country.

Background
Licensed from the World Bank, the MCC Program Procurement Guidelines are based largely on the World Bank’s Guidelines for the Selection and Employment of Consultants by World Bank Borrowers and Guidelines for Procurement under IBRD Loans and IDA Credits.
The MCC Program Procurement Guidelines track by paragraph and footnote the October 2006 version of the World Bank’s Guidelines but are adapted to reflect the needs of MCC programs and applicable laws and regulations.
The MCC Program Procurement Guidelines differ from the World Bank guidelines in five key ways:
- Provides broader advertising requirements for procurement opportunities;
- Tightens restrictions on currency use;
- Prohibits national preference in the procuring of goods, works and services;
- Includes the excludes parties list under U.S. laws and policies;
- Identifies English as the official operating language for MCC funded procurements.
In addition to these major differences, the MCC Program Procurement Guidelines include implementation requirements, an approvals matrix, and a glossary of terms.

Not Converted to the MCC Procurement Guidelines
MCA entities which have not been converted to the MCC Procurement Guidelines must comply with procurement guidelines similar to the MCC Program Procurement Guidelines but written specifically for their Compact.
