Title:Letter Response to Senator Richard Shelby on FAA's Advanced Technologies and Oceanic Procedures (ATOP)

Summary:At the request of Senator Shelby, we reviewed the Federal Aviation Administration's (FAA) Advanced Technologies and Oceanic Procedures (ATOP) procurement strategy for delivering new oceanic systems and determined whether FAA sought competition for procurements in the air traffic control environment. Our concerns focused on completing the ATOP software development effort, meeting new security requirements, and conducting a thorough analysis of all potential competitive solutions before awarding single source contracts.
