Gay Shrum

Gay Shrum is the Director of Administration for the Bureau of Industry and Security (BIS) in the Department of Commerce. In this capacity, she serves as the principal advisor to the Under Secretary and Deputy Under Secretary on administrative and management policies and practices. Prior to her appointment as the Director of Administration in July 2006, Ms. Shrum served as the Comptroller for BIS and was responsible for the Bureau’s budget and financial management activities.

Before joining BIS in March 1999, Ms. Shrum worked for the Department of Commerce’s National Telecommunications and Information Administration (NTIA) where she held all budget and financial positions in that organization starting as a Budget Analyst in 1980 until she became the Budget and Finance Officer in 1989, a position she held until 1999. In that capacity, she worked directly for the Assistant Secretary and Deputy Assistant Secretary of NTIA. Earlier in her career, Ms. Shrum served in NTIA’s Office of Spectrum Management dealing with domestic and international spectrum issues and represented NTIA in both domestic and international telecommunications fora.

Ms. Shrum is the recipient of four Department of Commerce Bronze medals. She received her B.S. in Business from James Madison University.
