school districts for projects to upgrade diesel school bus fleets, either
by replacing older buses with new, cleaner ones, or by retrofitting
existing buses with devices and/or cleaner fuels that reduce diesel
air pollution. Retrofitting an existing school bus involves the addition
of a device designed to control emissions and/or the use of a cleaner
fuel. More information about retrofitting.
The total estimated funding for this project is $7.5 million. EPA anticipates
award of 20-30 cooperative agreements, averaging $200,000 - $300,000,

2004 EPA Grants
- 2004
Diesel Retrofit Program Demonstration Grants
In 2004, EPA awarded 18 clean diesel project grants, demonstrating a wide variety of emission reduction technologies.
Other Funding Sources
There are many other ways to fund clean diesel projects. Below, find links to resources that will help identify potential funding: federal, state and nonprofit organizations.
- Congestion Mitigation Air Quality (CMAQ) Improvement Program
The CMAQ program provides financial assistance to areas striving to attain federal air quality standards. State Departments of Transportation (DOTs), Metropolitan Planning Organizations (MPOs), and transit agencies can invest more than $1.6 billion annually until 2009 in projects that reduce criteria air pollutants regulated from transportation-related sources. Clean diesel retrofit projects are eligible for CMAQ consideration. CMAQ is jointly administered by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA).
- SmartWay Transport Partnership - Idling Reduction: Innovative Funding and Incentive Opportunities
Various federal, state, and nonprofit organizations provide funding that can be used for the reduction of emissions from long-duration truck and locomotive idling.
- Clean School Bus USA Grants and Funding
There are many federal, state and non-profit funding opportunities for clean school bus projects.
- CARE Grants/Cooperative Agreements
Community Action for a Renewed Environment (CARE) program offers Cooperative Agreements to local communities.
