| Summary: | We found that FAA has made progress in developing and redefining policies, procedures and controls for implementing a new program for dangerous goods and cargo security. We also found a substantial rate of industry's noncompliance with pertinent regulations and requirements. This occurred, in part, because air carriers and indirect air carriers did not provide sufficient oversight of employees. Without adequate compliance by industry, vulnerability to criminal or unsafe action is heightened. |
