Title:Follow-up Audit of Deployment of Explosives Detection Equipment

Summary:In a follow-up audit to our 1998 audit of the deployment of explosives detection equipment, we found that FAA has not established policies and procedures for implementing Threat Image Projection (TIP). TIP is a computer software program used to test equipment operator (screener) performance by electronically projecting fictitious images of bags containing bombs on the screen of bulk explosives detection machines. We found that FAA had not: 1) provided sufficient instructions on managing the TIP program, 2) established controls over the use of restricted TIP program passwords, and 3) provided sufficient guidance for setting the TIP program parameters, thereby reducing both the training and performance evaluation potential of TIP.
