Title:FAA's Advanced Technologies and Oceanic Procedures

Summary:At the request of the John L. Mica, chairman of the House Transportation and Infrastructure Aviation Subcommittee, we issued a status report on FAA’s Advanced Technology and Procedures (ATOP), a program that will modernize FAA facilities which manage traffic over the Atlantic, Pacific, and Artic Oceans. We found that ATOP has experienced some serious, unexpected software development and testing problems that jeopardize the scheduled June target date for deploying the program at Oakland International Airport. The problems include a 93 percent increase in the number of lines of software code needed since the program’s inception in 2001 and software problems that need to be corrected. We are not making recommendations at this time because FAA is aware of the issues and is addressing them.
